The Speakers Bureau is designed to extend our expertise in behavioral health, psychiatry, holistic medicine and healthcare leadership to schools, hospitals, counties and other agencies. Our speakers can customize presentation content and duration to suit your organizations specific needs. This may range from providing a 2-hour presentation to a multi-day workshop.

Chief Executive Officer
Child, Adolescent & Adult Psychiatrist
Dr. Oberstar has had a passion for working with and helping children nearly all his life. Originally from Chisholm, Minnesota, he graduated with a BA in English and biology from Hamline University and later a Doctorate in Medicine from the University of Minnesota Medical School. Following three years of general psychiatry training at the Brigham & Women’s Hospital/Harvard Longwood Psychiatry Residency Training Program in Boston, Dr. Oberstar returned to Minnesota to complete two years of fellowship training in child and adolescent psychiatry.
Dr. Bloomquist provides psychological services to youth and families at PrairieCare. He is also an Associate Professor in the Department of Psychiatry at the University of Minnesota. He has more than 20 years of experience providing diagnostic evaluations and child and family therapy and has been involved in research evaluating prevention programming. In addition, he is the author of articles and books about youth with behavior problems and evidence-based intervention and prevention.
Chief Operations Officer
Todd has a clinical background in social work and vast experience developing and opening clinics, outpatient programs and hospital-based services. Todd is driven to lead the organization to help better serve our patients and community. He has been a part of the PrairieCare team since 2006 and has been a vital asset in the development of the continuum-of-care. Todd leads PrairieCare’s Community Relations team ensuring that the community is aware of the services that PrairieCare offers. Todd has a Bachelors Degree in Social Work and a Masters Degree in Business Administration. He enjoys working with groups to enhance leadership, motivation and project management.
Lora is a therapist in Prairie Care’s Woodbury Intensive Outpatient Program (IOP) for adults. Lora has been a psychotherapist for over 25 years. She is a leader in healthcare’semerging field of Integrative Medicine. She is a transpersonal psychotherapist, lecturer, writer, and teacher. Lora worked in Washington, DC for several years as the Associate Director of the Center for Mind-Body Medicine (CMBM). She continues to work as a senior faculty member for the Center’s Professional Training Programs.
